Windows 98 fails to shut down consistently

My Windows 98 computer fails to shut down properly
about half the time. Because of this I cannot use
the troubleshooting windows 98 wizard (it assumes
the computer always shuts down or never shuts down)
to isolate the problem.

When it fails to shut down, the screen displays the
message saying Windows is shutting down but nothing
happens.

Appreciate any help, thanks...

Try this first:
Click StartRun, type MSCONFIG and click OK.
On the General tab, click the Advanced button.
Click to put a check mark in the box for "Disable fast shutdown", and click OK.
Click OK to close Msconfig, and restart the computer.

If that does not help, or if the box was already checked or wasn't there, go he
