Default Formatting

Can someone tell me why whenever I try to format from the
command prompt it tells me that windows is busy with
another process? Even in safe mode?

Because you're still in Windows - you can't format the drive on which the
program you're using the command from is stored!
boot to DOS from a boot floppy and use the command
FORMAT C:
