Default SATA drive compatibility mode in W98SE

Seagate ST3160812AS-RK 160 GB SATA with 137 GB partition.
MB drivers from CD and VIA_HyperionPro_V510A.
SATA 1&2: Seagate 160 GB. Secondary IDE: Memorex DVD drive.
P4 524 – 3.06 GHz.
ECS P4M800PRO-M V1.0A motherboard.
VT8237 Southbridge.
ATI AIW 9000 Pro
500 k RAM
W98SE

I have gotten this system working with an IDE drive, but I have been
trying to move it to a SATA drive. I have been able to install the OS,
drivers, etc, and the system boots, but the hard drives are in
compatibility mode.

The Standard Dual PCI IDE Controller has an exclamation mark. The code
is 11. It says Windows will not try to start the device.
The hard drives do not show up in the device manager.
I thought that the SATA controller also appeared to be an IDE
controller. Is there a problem with having both the IDE controllers and
SATA active at the same time? I tried setting the BIOS to only recognize
the secondary IDE controller, but had problems with the install not
being able to write to the hard disk.

The SB chip info says data rates up to 1.5GB/s. I can try jumpering the
drive, since it goes to 3 GB/s, but I don't know if it will solve all
the problems.

The drive is connected directly to the MB. (I was able to get a drive
to boot with a PCI SATA card, but GoBack would not funtion with the
drive.)

I am wondering if one of the problems is in the Windows\INF\mshdc.inf
folder.

The line for VIATECH_HDC has DUAL_BAD_IDE for the device description. I
changed the BAD to GOOD based on some other posts I have seen, but it
didn't seem to help. The problem might be in the MS_HDC section, but I
don't understand the file well enough to correct it.

The device manager still shows the standard IDE controllers, not VIA.

Can anyone help me get the system functioning properly with SATA
drives?
