How can i prevent users double clicking the Startup Folder which launches Explorer

Default How can i prevent users double clicking the Startup Folder which launches Explorer

Im using a small program called "Access Manager" which has an easy
interface for putting polices on a number of different PCs I have.
I have locked down a lot of stuff (blank desktop etc) as i only want
the user to access 1 icon in the Start, programs menu.
Also in here is a folder called Startup (which is empty) but if the
user double clicks the Startup item then it launches an Explorer
Window at the Startup folder location, which in turn gives them access
to the C Drive which i want to prevent.
I dont want to disable the double-click functionality.
Windows wont let me delete the Startup folder so is there any way
around this?

Otherwise I would try renaming the explorer.exe file so
that Windows Explorer can't be run.

Explorer.exe also creates the desktop, start menu, etc., and poledit cannot
help so I don't believe those ideas will help.

The startup folder can be deleted from a DOS prompt; however, I believe it
is rebuilt at some point in the boot process. Perhaps you could experiment
with a batch file that deletes the folder after the point where it is
rebuilt.
