Default Windows 98SE will not start

When I start the computer it goes to the Microsoft Windows
Startup Menu. It then says Warning: Windows has detected
a registry/configuation error. Choose, Command prompt
only, and run SCANREG. It then will say The following
file is missing or corrupted C:\WINDOWS\DBLBUFF.SYS.
When this first happened it was after the computer shut
itself down. If I remember correctly I was trying to
figure out why I was having problems connecting to the
Internet. The only other thing I can remember doing was
I had uninstalled Real Player, but I believe I did that a
day or two before this happened. I've been searching the
Internet for a few days and have not found my specific
problem mentioned. Being computer challenged any advice
would be most appreciated. Thank you.

Run SFC.EXE and extract the file from your Windows CD.

System File Checker explained
....hopefully in layman's terms.

Tried this and I believe anything that was mentioned in
the links. No luck. Best I got was bad command or file
name. I also got a general failure reading drive C. Any
thing else to try? Thank you. Would have responded
earlier but was out of town.

"General failure reading drive C" is very ominous. Try it again.
At a DOS Prompt...

DIR C:\

Do you still get that error?

Did as suggested, looks as if two pages of info came up
very quickly, cannot read first page, what I can see
looks like a bunch of files and directories, final lines
read 28 files 21 directories, I can see 21 of the 49 on
the monitor. What next? Thank you.

That is good. At the DOS Prompt, enter...

Scanreg /Opt /Fix

....Can you boot to Windows after that? If not...

Boot to DOS (hold Ctrl as you boot for the Startup Menu, & select
"Command Prompt Only"), and Enter

SCANREG /Restore

It will offer five, one for each of the last five separate days you
booted successfully. Start with the one of the day the problem began, as
these backups of the entire Registry (& System.ini & Win.ini) are done
at boot, not at shut down.

CAVEAT: A /Restore restores settings only. If there was a file change
(other than to System.ini & Win.ini), those cannot be undone this way.
That could be a problem, especially if there was a hardware change or
large un/in-stall since the backup was made.
