Default internet - front page

if you want to build your own webpage, do you have to pay
a monthly/yearly fee to your provider to have it on the
internet?

This depends entirely upon which ISP are you are using. Many here in the
UK include free web space, sometimes as little though as just 20or 50MB,
to their users. Alternatively there are other free providers such as
Yahoo's Geocities (http://geocities.yahoo.com/) and
http://www.50megs.com/. Remember though that if your site is likely to
attract significant traffic you may find you need to move it to another
provider and pay for the bandwidth used.
