reload Win 98SE probs

Default reload Win 98SE probs

HELP! I am trying to fdisk, format, and reload OS for my
brothers old PC. Everything appears to be fine until i
get to the point of running setup.exe. I get a message
saying Windows Setup requires the largest executable
program size to be at least 4.442,368 bytes. I am
stumped. Scandisk doesnt pick up any errors on the disk.
Any insight would be helpful. I loaded originally from
the same disk and CD so i dont think they're the prob.
