Default operation of dvd or cd causes monitor to go dark and system to re-boot

Hello All:

Older Pentium 4 - 1.3 ghz with ME. IE vs. 6.1 but use Opera as every day
browser. Approx. 25 gig free space on 40 gb hard drive.
Noted recently system would not boot with discs in either cd or dvd trays.
Would cycle and re-cycle but boot would not proceed until trays were empty.
Now - note that operation of either drive (cd or dvd) causes system to begin
re-boot. Found use of system re-store with reversion to condition of a few
weeks ago allowed use of these drives - but after shutdown at end of day -
same problem occurs beginning operations next day.
Other than above - system has been quite stable and reliable. Would welcome
thoughts on why this is happening and what could be done to remedy.

Immediate thought is that the power supply is on the way out - any chance
you can swap with a known-good one?
