Default W98SE. Missing Temp Folder + Installer Problem

In early Feb, on a computer which is used by a number of people, there was a
problem with Windows Installer (Error opening log file. Verify that the
specified log file exists and is writable). That was corrected by
downloading latest Windows Installer Package - thanks to Glee and Brian A -
and it appears to have been OK since.

There is a similar problem on another computer used by the same people who
use the one above. This time though the peculiar thing is that there is no
C:\Windows\Temp folder shown at all - (there is a TempInternetFiles folder).
I think someone may have been over-eager and deleted the Temp folder and
contents. Could that have helped to cause the Installer problem? It seems
more than a coincidence that there has been a similar (but not identical)
problem on two PCs used by the same people.

Incidentally, there is no longer a direct link to WindowsInstaller 2
ReleaseID=32831

Surely a Temp folder is required - or am I wrong? What is the best way to
correct the problem?

Right click, New, select Folder and name it Temp
