Default DVD disappears in Safe Mode

I posted this question over in "general," but then it occurred to me it's
probably really a hardware question, so I've posted it here as well.

Any ideas on why my DVD drive (functionally my CD drive) isn't visible in
Safe Mode?

It appears in the BIOS setup screens, and is properly identified there.

I'm trying to apply a firmware update to the drive, but the utility hangs
under normal Windows, and won't run at all in DOS (boot floppy) mode. I
figured I'd just run it under Safe Mode to eliminate all the overhead and
possible conflicts. No good, since the drive isn't there in Safe Mode.
