By going to the manufacturer's web site for the hardware involved,
locating the required drivers and downloading them.

When I try to update the driver for a new ethernet card, I
get a message that the following file is missing:
el90xbc5.sys ; net4.cab. I can't find this download on
the Windows site or the 3com site. Any suggestions?

NET4.CAB should be either in the Windows\Options\Cabs or
Windows\Options\Install folder. If you have a Win Me CD (rather than an
OEM "recovery" disk) you will also find in the Win9x folder on the CD.
