Default Virus?

Thanks for your suggestion. I've done adaware/spyware. It clears it and
then when I go back online it pops up once again.

Looks like your PC needs a serious adware/spyware cleanup. Try
installing a tool called ADAWARE and run the search on your workstation.

It's an illicit website and it creates the folder and shortcuts on its own.
It send a pop up of a website to the window and a smaller box asking for you
to allow it to dial in through your modem. Of course whether or not you
click "ok" or attempt to "x" it, it continues to boot me offline. There must
be soemthing planted someplace to trigger the site.

Are you using AdAwareSE with the latest updates?
Are you using Win98?
If so, reboot into Safe Mode and run AdAware there.
Also run SpyBot in Safe Mode.
Still no luck, post back.
