Default keyboard enters incorrect keys

I running windows 98 se on laptop. intergrated keyboard standard 101/102 keyboard microsoft natural keyboard. When I press certain keys ie 'a' it types 'ia' on the screen. alot of other keys have same problem so keyboard is unusable in current state.
I have tried to remove driver and reboot, windows installs driver but problems still exists. any help please.

First you need to find out if the trouble is in
the keyboard or elsewhere. So try another
keyboard.

Does it work better in Safe Mode? If it works better there, then... try
adjusting settings in "Control Panel, Keyboard, Language tab". I am
"English (United States) United States 101" there. Perhaps even look at
"Control Panel, Regional Settings", where you may wish to be "English
(United States)".

Also...

"START button, Run, SysEdit". Is there a line in "Autoexec.bat"
mentioning the keyboard? Perhaps post that file, then, or just put
"REM " in front of that line.

Also...

(1) Boot to Safe Mode.
(Hold F5 as you boot, or hold CTRL for the Startup Menu, & select
Safe Mode from that. Or turn on the Startup Menu at "START, Run,
MSConfig, Advanced button".)
(2) "START, Settings, Control Panel, System, Device Manager tab".
(3) Open the Keyboard branch, by clicking it's plus sign.
(4) Especially if there are multiple drivers in that branch... highlight
each drive, & click "Remove"-- each one in the branch, because there's
no telling which is the ghost.
(5) Close up, & boot to Normal Mode.

Hopefully Windows will find the correct drivers, & all will be well
still.

it is same in safe mode.
i have reinstalled windows 98 SE twice now on laptop and it is still the same.
Also tried changing language settings to no avail.
in sysedit i have following text
REM(HEADER)
@ECHO OFF

that's it. What should I do now?

That is your Autoexec.bat? Then, it is not at fault. Also, neither
Config.sys nor Autoexec.bat will run in Safe Mode. Therefore, neither is
at fault.

I guess, as one final test, boot directly to DOS (Command Line Only)
from the Startup Menu. Does it work there?

But I think the keyboard needs to be cleaned or replaced or plugged into
another socket.
