video playback.

I recently had to redownload windows ME and now some of my
settings have been changed.1st quaestion is how do i get
back the delete cookies button in the internet options?
(it is not there anymore). 2nd question is - when i click
on videos now - they download and play right then - as
compared to before when I could click on a few at once and
they would all download to my real download tray until I
requested that they play.
Any help?
