Can't install or uninstall works suite 2000

I tried everything to get works to uninstall so I could do
a clean install and nothing seems to work. Have even done
the Microsoft Way and still have no uninstall Shows
Message 1706 error and missing service files.

Insert your Works CD, and at the menu that appears, select the option to =
uninstall.
If you get an error or do not succeed, try this:

Open Windows Explorer or My Computer.
Browse to the Program Files\Common Files\InstallShield folder.
Right-click the InstallShield folder, click 'Rename', name the folder =
InstallShieldOld, and press Enter.
=20
Reboot.
Open the Temp folder and delete all Temp files:
-Click StartRun, type %temp% and click OK.
-Press Ctrl+A to select all, then press Delete.

Then try running the uninstall again.
