Default Start up troubles and CONFIGMG error message

When starting up my laptop, I get the error: When initializing device
CONFIGMG: And that's it. Nothing more and the machine stays there. There's no
getting around it. Is there something that needs doing in SAFE mode? Can
someone help, and please, keep it simple.
