Default Computer starts back up after shutting down

Whenever I shut my computer down, it will always boot back up after
about 10 seconds.
So I shut off the power supply switch to stop it.
Then once I want to turn the computer back on, I turn on the switch,
hit the power button, then it takes usually about a minute or two
before it will power on. And it also makes a bunch of clicking sounds
before it'll turn on as well.
Anyone got any ideas?
Someone suggested that it could be the power supply itself causing
that. I have another computer that I could borrow the power supply from
but I have to remove it's proccessor to get the power supply out of it.
Figured I'd see if I could get some ideas before I do that.
Oh yeah, I am networked to another computer but I've checked the
settings and it's ok.

You cannot tell with home tools whether the
trouble is in the front panel on/off switch or
the power supply -- better take it to a repairman
who has dealt with this sort of thing before. Since
parts are so cheap, you might as well get him to
replace both.

Do what I do, use the old fashioned shutdown -- "exit" windows then power
down.

After my desktop started having serious problems, the tech first replaced
power supply with a better power supply. Then we gave up on motherboard and
replaced it. All other problems were solved, except a new one arose, the
automatic reboot you are talking about. The CMOS was set right, everything
else was fine, but I couldn't shut down the modern way -- from the menu or
keyboard shortcuts.

Since then I've just done it the old fashioned, pre-95 way. Shut down to DOS
from the menu (similar to exiting Windows 3), then power down. Works like a
charm, and I think it's faster and more trustworthy.

Do you have wake-on-LAN set in the BIOS?

What kind of 'Clicking Noise'??
Can you pinpoint it with your ear?
I had a 'clicking noise' a year ago, next thing I
knew my HardDrive died.(how old is yours?)

Haven't tested the ram yet.
Thanks for the input!
It still does it in safe mode.
And I know it's not a virus because I formatted my old harddrive (which
I only use now as a back up or spare) and installed a new Maxtor
120Gig.
Otherwise, it doesn't look like the other software issues mentioned
will apply to my system.
I'm gonna try testing the ram.
