Fatal Exception Error 0028: C029626C at startup

I'm running a five year old Dell desktop with Win 98.
Just yesterday when I attempted to bootup I experienced a
fatal exception error, specified above, and can't seem to
get beyond it. Pressing 'any' key does nothing and
pressing CTRL + ALT + DEL simply pops another error
window 'Encmontr' that indicates that the program will
shut down. Any help is greatly appreciated. Microsoft
tells me to talk with Dell and Dell tells me to talk with
Microsoft. Using the knowledgebase at the MS site
retrieved no results.

"Encmontr" is mentioned 149 times at Google Groups. Look for something
sensible, & post back any further questions.
