Default Win98 SE Shut Down problem

Win98 SE Shut Down problem

I use Win98 SE, when shutting it down,computer will "hang" in the screen
:"Window is shutting down"

I search some information in Microsoft Knowledge base, it suggest me to do
the fellow update
I updated " win98SE shutdown supplement : 4756tw8.exe"
and "patch : 260067CHT8.EXE"


and create this short cut to shutdown
c\WINDOWS\RUNDLL.EXE user,exitwindows

but the problem still occour

in office, many computer also have this problem
server is : win2000 server

I want to ask , how to solve this problem and is this problem relate to
hardware problem ?
