Default New Install of Windows & W-TShooters question

Hello group,
I have a new install of Windows and I have installed all critical updates,
therefore my TS's are not working as I would expect.

My question, I do have the fix that MS-MVP George (Bindar Dundat) has
created.
However, it does not restore the troubleshooters??

I know what will restore them... reinstalling them, via rt. clicking on the
Tshoot.inf file and having my OS CD ready.

I did the above action on a previous fresh install of Windows-98-se after
getting all critial updates.

This is the question;..... If I reinstall my T-shooters via rt. clicking
Tshoot.inf file, *am I not removing the kill-bit in the registry that is
suppose to be protecting me*??
