Unable to access secure sites... cipher strength??

Default Unable to access secure sites... cipher strength??

I was given an older dell laptop, windows 98 se. A few weeks ago, I made a
stupid move... I did a registry restore and messed up a ton of things. I
tried but was unable to retrieve the registry I originally dumped... the one
I wanted was not among the five cab files shown. I don't know how to
'temporarily' move cab files and find others (older ones)? If there is such a
thing??? So, I put this off for another day....

Today... the problem is my access to secure sites on the internet. My ISP
told me that the IE cipher strength is 0 bits and should be at least 128
bits... then told me to contact Microsoft... I contacted Microsoft via phone,
they advised me to get self help here, since I have win98.
Does anybody know how/what I need to do to fix this?
Sorry for the long message, hope it makes sense... As you can tell, I am a
computer dummy. but, slowly learning. Thanks for any help you may offer!

(I don't use '98's self-saving utility, but I don't _think_ it uses .cab
files - but I may be wrong there. However, I'm pretty sure there _aren't_
any "older" backups - once all five? of the automatic ones have been
corrupted, you're stuck. [I use ERU - from a '95 disc; works fine under '98,
and means _I_ can decide when I want to take a snapshot.])

If it is showing as 0, then it sounds as if you have support for secure
sites turned off altogether. (There was a period where they wouldn't let 128
bit support outside the US, and you could get 64 bit or something, but 0
sounds not right.) I'm afraid I don't know where it is, but for most things
in IE, Tools - Options seems to be the place to start - or, since IE is so
(too IMO) integrated into the OS, you might find the relevant setting under
internet options in control panel. (Or, install a different browser! [Or
even reinstall IE, if you can't find the setting.] Most browsers install
with 128 encryption turned on by default [for the sites that use it].)
