Default 128-bit secure connection

article ID 239869 has you install Interent Explorer 6.1 and upgrade to 128-bit
secure connection before you install Active Directory Client Extension.

How do you upgrade to 128-bit secure connection?

I am trying to enable 128-bit NTLM2 secure connection support.
