Default Microsoft Broadband Networking

As soon as I try to re-install or un-install my Microsoft
Broadband Networking CD.... as soon as the drive reads
that there is a CD in there, a window comes up: Network
Setup Wizard do you want to overwrite the file
C:\windows\temp\hnetwiz.dll? and etc etc etc with many
other dll files. At the end of that, it automatically
reboots saying it's going to start off where it left off
with the installation, but the same window comes up and
it's never ending. I've gone through the registry and
deleted every instance of this program, I've run Windows
Installer uninstall program, I've done file searches
repeatedly following by deleting. I can't figure this out
and I can't install/fix/reinstall this program. This is on
my Dell laptop Inspiron 7000.
