Default CD-Rom isn't found in software that doesn't use the Windows browse

On my PIII with 98se. On Windows 98se and all programs I find my 2 cd-ROMS
when found by the Windows browser ( I hope I'm clear ). But in some programs
whith a specific browse tool for the cd-rom they can never find the cd-roms.
What can be the problem ? Can anyone help me ? Thank you.

Ginz.
