Default access denied to cd-rw

I am using windows ME. I have a computer with a CD-RW
drive. I used it a number of times to copy important data
files to a cd-rw disk.
When I try to write data to a different cd-rw disk from
the same package, it tells me access is denied, disk is
either full or write protected.
I know it is not full because I just pulled it out of a new
box of cd-rw disks and properties shows it is empty.
I have no idea how a cd-rw can become write protected?
I know you can do this to a floppy disk but how can you do
this to a cd-rw disk. If it is possible how do you remove
the write protection?
I have tried other cd-rw disks, but get the same results.
However, if use the disk I have already used before, it
works fine.
This is really driving me crazy. I hope some one can help
me, before I go nuts trying to figure this one out.

You need to format CD-RW drives before you can use them (exactly the same as
a floppy) - use your burning software to do this
