Default EXPLORER caused a page fault in module EXPLORER.EXE. Can't start

I have a problem with my son's three-year-old Dell PC: Win98 SE, 833, 40g HD.
It was filled with malware that I removed with Adaware and Spybot.
Microsoft notified me that there were a number of MS upgrades available. I
applied the upgrades one evening without monitoring the progress. The next
morning Windows wouldn't run because of several missing DLL files, SHLWAPI
and WININET, specifically. I loaded these to C:\WINDOWS\SYSTEM but now I am
unable to get the PC to boot, even in safe mode. Pressing F8 or holding
down the CTRL key has no effect, it tries to start and then gives me the
message "This program has completed an illegal operation and will be shut
down". I've visited several Microsoft KB articles, but none has helped me.
Thanks in advance for any help you can provide.

Thanks, Ron, for the quick response, but I can't boot my PC in safe mode so I
can't edit the system.ini file as suggested in the Microsoft article link you
provided. None of the methods Microsoft suggests, pressing F8 multiple times
during the boot, holding down the CTRL key, inserting a non-system disk and
then pressing F8 when the invalid disk message appears gets me to safe mode.
Any other ideas?

Thanks for the prompt response, but I can't even boot my PC to the point
where I can follow the advice they give. I can't get into safe mode. I have
tried all the methods Microsoft give to get into safe mode, pressing F8
repeatedly as Windows starts, holding down the CTRL key, or pressing F8 after
trying to boot with a non-system disk in the floppy drive. Any other ideas?

The article didn't say to boot to Safe Mode. It said to boot to Command
Prompt Only (DOS)...

CTRL or F8
.......Start...Quote from Windows 98 Secrets (Livingston/Straub).....
Ctrl or F8: Starts the Windows 98 Startup Menu. You need to hold down
the Ctrl key before the DOS bootup process begins. If you have quick
fingers you can press the F8 key in between the end of the power-on self
test & the beginning of the DOS bootup phase.
.......End........

Here is an alternative method for recovery...

Explorer & IE are basically one & the same. Therefore, may as well try
this write-up, originally from a Gateway WEB site, which is a temporary
reversion to an earlier version of IE...

ONE THING: Do nothing more than stated here using Winfile, because, if
you move a file with it, you will lose that file's LFN (Long File Name)
in the destination.

Desktop Icons and Taskbar Are Missing

Affected Products: Software, System CDs
Affected Operating Systems: Windows® 98 , Windows® 98 SE,
Windows® Me

ISSUE: After starting Microsoft® Windows® 98 or Windows
Me, the taskbar is missing and there are no icons. When
starting Windows, the taskbar may flash on for a brief
second and then disappear. The only display visible is the
background wallpaper and the mouse cursor. Pressing
CTRL+ALT+DELETE brings up the Close Program dialog box,
but selecting End Task on the items on the list may not
have an effect. When the computer is started into Safe
mode, the issue still occurs. Running Scanreg /Restore
does not resolve the issue.

There have been several reports that the issue occurred
when restarting the computer after receiving a dialog box
that displays "Virus/spyware found. Do you wish to
remove?" or "Do you want to install Spyware Monitor?" The
dialog box only has Yes or No selections, and selecting
either can cause the issue. There is no X to close the
dialog box, however pressing CTRL+ALT+DELETE to bring up
the Close Program dialog box lists a "Remove found
spyware?" entry, which can be end tasked.

(1) Press CTRL+ALT+DELETE, & click Shut Down.

(2) After the computer has been shut down, turn on the computer. Hold
CTRL as you boot for the Startup Menu, or begin pressing the F8 key in
one-second intervals. If you complete this step successfully, the
Microsoft Windows Startup Menu is displayed. If no menu is displayed and
Windows starts up normally, repeat this step.

(3) At the Microsoft Windows Startup Menu, use the ARROW keys to select
"Command Prompt Only", and then press the ENTER key.

(4) At the command prompt, type:
EDIT C:\Windows\System.ini
Press ENTER.

(3) In the C:\Windows\SYSTEM.INI file, locate the line of text under the
[boot] section that lists "Shell=Explorer.exe". This is typically the
third line in the file.

(4) Edit the "Shell=Explorer.exe" line by deleting the "Explorer.exe"
text and replacing it with "Winfile.exe". The line should list the
following:
Shell=Winfile.exe

(5) To save the changes, press the ALT+F keys.

(6) A menu displays in the upper left corner of the screen. Press the X
key to exit.

(7) Press ENTER to save the changes and return to the command prompt.
(TAB would move you to the next button.)

(8) At the command prompt, restart the computer by pressing the
CTRL+ALT+DELETE keys. Once Windows has restarted, it starts into the
Windows File Manager (Winfile.exe).

(9) In the File Manager window, double-click "progra~1" in the left hand
window to open the Program Files folder.

(10) Double-click "intern~1" in the left hand window to open the
Internet Explorer folder.

(11) Double-click "setup" in the left hand window to open the Setup
folder.

(12) In the File Manager window, double-click "Setup.exe" in the right
hand window to launch Internet Explorer setup.

NOTE: If the setup folder is not available, Internet Explorer has not
been updated and a previous version of Internet Explorer cannot be
restored. You cannot use this method. Close "Winfile", shut down, & post
back, or try the URL at the very bottom of this post, which is an
over-install of IE.

(13) In the Internet Explorer 6 and Internet Tools Setup window, click
OK.

(14) In the Setup Message dialog box, click Yes to restore the previous
version of Internet Explorer.

(15) Internet Explorer setup removes components.

(16) In the Internet Explorer 6 and Internet Tools - Restart Windows
dialog box, click Restart Windows.

When the computer is restarting, hold CTRL for the Startup Menu, or
begin pressing the F8 key in one-second intervals. If you complete this
step successfully, the Microsoft Windows Startup Menu is displayed. If
no menu is displayed and Windows starts up normally, repeat this step.

(17) At the Microsoft Windows Startup Menu, use the ARROW keys to select
Command prompt only, and then press ENTER.

(18) At the command prompt, type:
EDIT C:\Windows\System.ini
Press ENTER.

(19) In the C:\Windows\SYSTEM.INI file, locate the line of text under
the [boot] section that lists "Shell=Winfile.exe". This is typically the
third line in the file.

(20) Edit the "Shell=Winfile.exe" line by deleting the "Winfile.exe"
text and replacing it with "Explorer.exe". The line should list the
following:
Shell=Explorer.exe

(21) To save the changes, press the ALT+F keys.

(22) A menu displays in the upper left corner of the screen. Press the X
key to exit.

(23) Press ENTER to save the changes and return to the command prompt.
(TAB would move you to the next button.)

(24) At the command prompt, restart the computer by pressing the
CTRL+ALT+DELETE keys

(25) Windows starts to a blue screen, but will still be
accessing the hard drive for a period of time. When
finished, Windows is on the desktop with icons, but an
older version of Internet Explorer is installed. You
should update your antivirus software, and then perform
Windows Update to install a new version of Internet
Explorer again.

Sorry, I've been away. I followed each step in your post and no luck. When
I tried finally to reinstall a earlier version (5.5) of IE using the command:
"rundll setupwbv.dll,IEMaintenance..." I received the error screen about the
following DLL files: "5.0.2614.3500 MSHTML.DLL exists but needs to be greater
than version 5.50.4807.2300" and the similar lines about SHDOCVW, SHFOLDER,
SHLWAPI, URLMON, WININET being earlier versions than is required;
additionally, it said that BROWSERUI.DLL is missing. Last thing I have done
is to run SETUP.EXE from the Program Files\Internet Explorer\Setup folder,
but I got the error: "A previous program installation was never completed.
You need to restart your computer to complete that installation before
uninstalling Internet Explorer. Setup will now close." What else can I try?
Will I need to reinstall the OS? I have never done that but I'm willing to
try. When/if that has to be done, will it wipe out all the modifications and
changes that have accumulated over the years this PC has been used, e.g., IE
favorites? Thanks again for your help.

| Last thing I have done is to run SETUP.EXE

That can't be. You have either or both of... "ie5setup.exe" or
"ie6setup.exe"... in that folder. If you have both, then try the one for
IE6...

http://support.microsoft.com/?kbid=293174
Error Message: Explorer Caused an Invalid Page Fault in Module
Browseui.dll (This one is an over-install of your current IE.)

(1) Hold CTRL as you boot for the Startup Menu. Select to
boot to the "Command Prompt Only" (DOS).

(2) At DOS...

(a) Enter "EDIT C:\Windows\System.ini"
(b) In the [Boot] section, change "Shell=Explorer.exe" to
"Shell=Progman.exe"
(c) Alt-F-X-ENTER (pressed separately) to exit Edit. (TAB to get to
buttons. ENTER to accept a button.)
(d) Ctrl-Alt-Del to Windows running Progman.

(3) In Progman, over-install IE, which basically is E. (I only hope it
doesn't ask for an internet connection. Perhaps, select "Custom" & only
check the items that have a bold checkbox, to avoid it will want the
internet. OTOH, it might be better to let it connect, if your DUN
allows.)

If you are IE6, "IE6setup.exe" will be in "C:\Windows\Windows Update
Setup Files". (You may also use the copy in "C:\Program Files\Internet
Explorer", which is "C:\Progra~1\Intern~1" to DOS.)

(a) In Progman, "File menu, Run, Browse button".
Folders pane will be open at "C:\Windows" with sub-folders below
it. Otherwise, make it so.
(b) Scroll down the Folders pane & D-Clk "window~1".
Now the left (File Name) pane should show "ie6setup.exe"
(c) D-CLK "IE6Setup.exe" to run it.
(d) Skip to step (4).

If you are IE5, "IE5setup.exe" will be in "C:\Windows Update Setup
Files". (You may also use the copy in "C:\Program Files\Internet
Explorer", which is "C:\Progra~1\Intern~1" to DOS.) I do not suppose you
should run "IE5setup.exe", if you have installed IE6. This one would be
only for those who never did install IE6.

(a) File menu, Run, Browse button.
Folders pane will be open at "C:\Windows" with sub-folders below
it.
(b) D-Clk "C:\" in the Folders pane to go up one level.
(c) Scroll down the Folders pane & D-Clk "window~1".
(d) "ie5setup.exe" now appears in the left (File Name) pane.
(e) D-CLK "IE5Setup.exe" to run it.

(4) Reboot back to DOS. Then...

(a) Enter "EDIT C:\Windows\System.ini"
(b) In the [Boot] section, change back to "Shell=Explorer.exe"
(c) Alt-F-X-ENTER to EXIT. (TAB to get to buttons. ENTER to accept a
button.)
(d) Ctrl-Alt-Del to Windows.

I can only find a ie5setup.exe file in the Windows Update Setup Files
(Window~1 in DOs) or in Program Files\Internet Explorer (Progra~1\Intern~1)
directory. But when I try to run it either from Winfile or Progman I get
this error message: "A previous program installation was never
completed. You need to restart your computer to complete that installation
before uninstalling Internet Explorer. Setup will now close." This PC
probably was never upgraded to IE6. I'm wondering if that was attempted at
some time and never completed successfully. At any rate, where does this
leave me? Thank you for your time.

That can't be. You have either or both of... "ie5setup.exe" or

IE6...

(1) Hold CTRL as you boot for the Startup Menu. Select to
boot to the "Command Prompt Only" (DOS).

(2) At DOS...

(a) Enter "EDIT C:\Windows\System.ini"
(b) In the [Boot] section, change "Shell=Explorer.exe" to
"Shell=Progman.exe"
(c) Alt-F-X-ENTER (pressed separately) to exit Edit. (TAB to get to

(d) Ctrl-Alt-Del to Windows running Progman.

doesn't ask for an internet connection. Perhaps, select "Custom" & only
check the items that have a bold checkbox, to avoid it will want the

If you are IE6, "IE6setup.exe" will be in "C:\Windows\Windows Update

Now the left (File Name) pane should show "ie6setup.exe"
(c) D-CLK "IE6Setup.exe" to run it.
(d) Skip to step (4).

If you are IE5, "IE5setup.exe" will be in "C:\Windows Update Setup

Explorer", which is "C:\Progra~1\Intern~1" to DOS.) I do not suppose you
should run "IE5setup.exe", if you have installed IE6. This one would be
only for those who never did install IE6.

(d) Ctrl-Alt-Del to Windows.

Look for a file named wininit.ini in the Windows folder and if found, name
it wininit.old. Reboot and see if that cures the problem with the pending
installation.
