What version of Dx are you currently running? (Start|Run - type DXDIAG and
click OK)
What is your Graphics Adapter?

Your OE appears to be fully updated, assuming you are posting from the
affected machine - your post shows "X-Newsreader: Microsoft Outlook Express
6.00.2800.1478" which is right fro a fully updated OE on ME.
If you're posting from another machine, then on the affected machine, open
OE, and go to Help | About , and look there - the version should be
6.0.2800.1123

While the Intel 810 chipset is compatible with DX9, it doesn't utilise all
the capabilities - you should be OK with Dx8, which your card fully supports
