Default Windows update bug

The first time I installed "823559: Security Update for Microsoft Windows"
on my computer there was some sort of glitch, like
my computer froze up when it tried to reboot or something. When I did
reboot I was informed Windows was changing its settings and saw the drummer
icon. However, Windows Update keeps informing me that I need to download
and
install the update, even though I have done so several times since the first
time (all with no apparent effect).

Later I dowloaded the cumulative patch to IE 8 SP1 (which came after the
Windows
security update) and that hasn't come up again as a critical update in
Windows Update
again, so the problem is just the one security update and not my computer.
Seeing a
critical update dialog show up in my face every day has become very
irritating. Is
there any way I can manually force Windows to acknowledge that this update
has
been installed?

(1) The problem of various updates continually offered rears it's ugly
head every so often. I didn't see yours specifically mentioned at
http://v4.windowsupdate.microsoft.com/troubleshoot/
Perhaps look for something similar &/or otherwise harmless. I believe
there is a method there to inform MS of the problem.

(2) Definitely try this...
Most of the following shall never return again, and were work files,
pre-V4:
(a) "START, Settings, Folder Options, View tab"; bolt "Show all
files" & UNcheck "Hide file extensions...".
(b) Open Explorer to "C:\Program Files\WindowsUpdate", and
(c) Delete everything in this folder EXCEPT the V4 folder.
(d) Open the V4 folder, and delete everything in it EXCEPT for the
"iuhist.xml" file.

(3) Try the other measures in this URL...
http://support.microsoft.com/?kbid=319585
WINUP: "Software Update Incomplete, This Windows Update Software Did Not
Update Successfully" Error Message When You Visit the Windows Update Web
Site

(4) Try to uninstall it FIRST, at "Control Panel, Add/Remove Programs,
Install/Uninstall tab". It looks like this: "Windows 98 Q823559 Update".
Now, go to site, and see whether it will come in well-- just once.

(5) Did you do a "Scanreg /Restore" after taking that update? Then, you
may have wiped the Registry entries below. What are your versions of
these files...?...
http://support.microsoft.com/?id=kb;en-us;823559
....Quote.. Win98 files...

27-Jun-2003 02:19 2003.1100.5426 116,288 Msconv97.dll
....End quote.....

START, Find, F/F, "Html32.cnv, Msconv97.dll".
(No quotes, yes commas). R-Clk, & select Properties.

I suppose you did get the update, if your files look like that. "START,
Find, F/F, 'Windows Update.log'". (Use double quotes around that name.)
Do you see an error message about Q823559? (Edit menu, Find, 823559)

What about this Registry key...?...

"IsInstalled"=dword:00000001
"Locale"="EN"
"Version"="4.10.0.2222"

......End of Export of Registry key.......

To see it...
(a) "START, Run, Regedit"
(b) Click plus signs, beginning at "HKEY_LOCAL_MACHINE", & ending with
"Installed Components".
(c) Click "{2806b4d1-cadf-4568-99df-1c8836a6b4bc}" in the left pane.
(d) Look in right pane. What do you see?

And this one, which puts it into MSInfo32...?...

"C:\\PROGRA~1\\COMMON~1\\Micros~1\\TextConv\\mscon v97.dll"="2003.1100.54

Thanks or Good Luck,
There may be humor in this post, and,
Naturally, you will not sue,
