Default Helpctr.exe problem

Suddenly I'm having a problem with error msg. that says:
"Helpctr.exe file is linked to missing export
wininet.dll:deleteUrlCacheEntryA." I checked System folder and
wininet.dll is there. Another msg. mentions something about not having
permission of some sort. I get these msg's if I try booting into
SafeMode or access the help files. Any idea what's going on? Thanks.

Default Helpctr.exe problem

What is the last modified date and version for both helpctr.exe and
wininet.dll [Right click, Properties, Version]? The message you quote is
usually indicative of one or other being incorrect for the system on which
they are running, or at least a mismatch between the two since helpctr.exe
is attempting to access an entrypoint that is missing from the version of
wininet.dll on your system.

Hi Mike,
Thank you for swift reply. My hlpctr.exe files are located in
Options\Install, Options\Cab, and PCHealth\Binaries folders. All are
version 4.90.0.3004 and last modified 1/18/2003. Wininet.dll located in
Windows\System is version 4.70.0.1215. I copied this Wininet.dll file,
from a Sierra Online Game folder and placed it into my win\system folder
when a message told me wininet.dll was missing. I don't know what could
have happened to Win\system\wininet.dll, but I replaced it with the
above mentioned one when I did a search and the Sierra Game file was found.

And you are then surprised because it doesn't work, post about the problem
you've created to a newsgroup and omit to mention that you had picked up
one of the files causing your problem from the equivalent of the local
dumpster? vbg

The version of wininet.dll you are attempting to use is at a guess over
ten years old with the correct version being that that matches your
internet browser since it forms part of Internet Explorer. For example,
the version included with Win Me when released in 2000 is 5.50.4134.100
dated 8 June 200 whereas if you IS6 SP1 installed, the latest and last
version of IE available for Win Me, the version will is 6.0.2800.1106
dated 29 Aug 2002. If you have IE6 SP1 with all patches then instead of
6.0.2800.1106 the version will be 6.0.2800.1548 dated 28 April 2006.

To restore the version applicable for your version of Internet Explorer
try repairing it. Use Add/Remove Programs, select Internet Explorer,
click Add/Remove and then Repair when prompted. This should then restore
the base version for wininet.dll applicable to the version of IE installed
on your system.

Thank you Mike. Your remedy worked like a charm. I first had to
remove IE update Q912812 to access the repair facility in "Remove
Internet Explorer". Then BINGO, all better. How would I go about
reinstalling Q912812? I can't seem to locate it in MS Update. I have
some config files on my machine but they don't seem to be installation
prgms.
As I mentioned earlier I don't know what happened to my original
wininet.dll. When I saw it in "search" I figured I could just copy
it.... Therefore I accept your "spanking" with a smile. Thanks again
very much.

Ed,

I'd hoped you wouldn't have to uninstall any IE patches (I didn't when I
tested, before I made my earlier post, on a fully patched Win Me system
with IE6 SP1) so I'm pleased you worked out what you needed to do.

You ask about reinstalling the 912812 hotfix and not finding a copy of it
available on the Windows Update site. The reason is actually quite
simple. 912812 (Cumulative Security Update for Internet Explorer) was
issued on 11 April 2006 but has since been superseded by the more recent
Cumulative Security Update for Internet Explorer, 916281, released on 13
June 2006 so you won't find 912812 offered but instead should have been
offered and may well have already installed the more recent 916281 hotfix
which includes everything that was fixed in 912812.

I'm still, like you, a little mystified as to how you "lost" the file
wininet.dll as it should have been protected against being deleted whilst
the operating system was running by Win Me's system file protection
mechanism (SFP) which could suggest that perhaps you have either disabled
the state manager that runs SFP or that the file was deleted from DOS.
More worrying perhaps is that perhaps the file was lost as a result of
corruption of the hard disk and/or the filing system.
