Cannot install .net framework

I have to install .net framework 1.1 or above in order to install an
other software.
For this I first install all the security patches on top of my windows
Me with windows update. (no problem)

Then when I install .net framework 1.1 from windows update the
installation fails with the message "The installation program cannot
reach the windows installer program".

Then I try to install the windows installer program (version 2.0.2600.2)
from the microsoft web site. unfortunatly when I try to run the program
it replies "the service already exists".

I tryed to install manualy (without microsoft update) .net framework
2.0, but it does not found the installer program too.

Before attempting to reinstall the Windows Installer again, search for and
delete ALL copies of the file MSI.DLL on your machine. reboot, and run the
installer - it should work fine.

I found the msi.dll file, unfortunatly I cannot remove it. When I try to do
so, I have a message that says it's a system file.

How can I remove a system file on windows Me ?

In addition the msi.dll properties says that it's the 2.0.2600.2 version. The
same version as the installer I want to install.
