Default Internet speed

Hi there,
I have a question about running broadband on a windows 98 se PC

Obviously the spec of my pc is not cutting edge, (processor speed etc) It
came with windows 98 se back in 2000, but I run via ethernet /router a
broadband connection.

The advertised speed is 3 MbPS I get something like 500 kbPS .

Out of interest which factors could be slowing done my pc ?
Could it be my operating system ? or is it likely that my processor speed is
the main culprit-

Thanks in anticipation ps I presume my ISP is up to scratch !

Most likely your ISP _ what type of connection DSL ?? Cable ???

If you know someone else using the same provider and ADSL ask them. I'm not
so sure that what your getting is not fairly normal.
