Default RUNDLL error

Upon startup, windows reports a RUNDLL error as follows;

Error loading C:\WINDOWS\SYSTEM\HE3E3FC4.DLL
The system cannot find the file specified.

I've opened the msconfig and have made sure that this IS checked. This does not resolve the problem. I've searched support for this DLL file and cannot find anything associated with it. How can I resolve this? I have reciently removed a Reg key with adAware 6.0 that was identified as a Microsoft RegData as a general Windows security issue, and then this issue came up. I then went back to the adAware 6.0 and restored this file from the quarantined file. This was a Windows NT regdata key, but I'm running windows 98SE.

If the file is not there, then why do you insist on having it checked?
Checking it will produce the error. Unchecking it should not.
While I don't know what specific parasite he3e3fc4.dll file is, I
would remove the reference as I assume your AV has removed the file..
