Default DVD-ROM drive not working with CD Writer

Hi all,
This problem is really baffling me. I have two hard drives on the primary
controller both set as master, and I select ( via a DIY power switch) which
one I want to use before boot up. One has win xp, and the other has win
98se. On the secondary controller I had dvd-rom as master, and cd-rom as
slave. I changed the slave cd-rom to a slave cd-writer. In win xp all is
fine, but in win 98se the dvd-rom drive is missing from device manager, so
not available for use. If I return the original cd-rom drive as slave, all
is well again.
So, please, any help as to what is wrong, and how to put it right?

Try installing the new CD writer as master and move the DVD to slave.
