Default Disable fast shutdown

Hi. I have Windows 98SE and sometimes my computer doesn't
shutdown properly. I'm currently working on solving this
problem with the help of a Microsoft Knowledge Base
Article...

In step 3 of the article, it describes how to disable fast
shutdown using MSCONFIG. I would like to disable fast
shutdown but I can't find the option to disable it. The
options I do have a

Disable System ROM Breakpoint
Disable Virtual HD IRQ
EMM Exclude A000-FFFF
Force Compatibility mode disk access
VGA 640 x 480 x 16
Use SCSI Double-buffering
Enable Startup Menu
Disable Scandisk after bad shutdown
Limit memory to 128MB
Disable UDF file system
Enable Pentium F0 (Lock CmpXchg) workaround

Why doesn't my computer have the option 'Disable fast
shutdown'?

If you applied the shutdown patch, it removes the entry from the msconfig
screen. See: http://support.microsoft.com/?kbid=238096
