missing jpg program

After formatting my pc (winME), all my jpg's wont open.
I lost a program (its no longer off the start button or
anywhere)and my problem is I do not remember the name. I
believe this has happened before but I usually got it back
after re-installing my software (various other microsofts
discs). This program has been opening my pics for the last
9 yrs and always seemed to be the default jpg program.
Does anyone know name or can offer any other help?

Jpg handling doesn't come with Windows - but with Office, and possibly
Works, so installing either will probably solve the immediate problem.
