Default SYSTEM.INI file C:WINDOWS\SYSTEM\vshinit.vxd needs to be replaced

When I turn on my computer, a black screen with white writing appears. It
tells me that a SYSTEM.INI file C:WINDOWS\SYSTEM\vshinit.vxd has been
deleted and needs to be replaced in order to run Windows properly. I am
running Windows 98. I can't find this file and don't know how to replace it.
Please help.

The file mentioned in the error, vshinit.vxd, is part of McAfee Virus Scan, which
you either have installed, or had installed at sometime.

If it is still installed, you need to reinstall it (over-install it) to replace the
missing file.

If it is no longer installed, you can reinstall it, then uninstall it correctly
through Add\Remove Programs, to remove all the references to its files.
Alternately, you can remove the reference to the file from the Registry (it is not
really in the system.ini file as the error suggests). However, this involves
manually editing the Registry, and I hesitate to suggest it to someone who is not
familiar with doing so.
