Time was, Dixie, when the standard answer to your question (and the question
of many others) was "Run Scandefrag," an excellent little application created by two (or more) dedicated programmers and still maintained and updated (to V 5.0), by the way. I recommend that you go to: http://www.blueorbsoft.com/scandefrag/ download this program, read the ReadMe file associated with it, and never have the problem again. Of course, doing the task in Safe Mode, as Heather recommends, is always an option but in many cases there is confusion in getting into Safe Mode, which scrambles all your carefully arranged desktop shortcut icons when you're done with it.
