How do I change the function of my function keys? I have
Windows 98SE.

Maybe you can do this with the 'Keyboard remap' utility of the Win95
KernelToys.

But if so, this is a global change, which will affect all programs using
this function.

You can also change the accelerator table of a specific program with
'Resource Hacker'. www.users.on.net/johnson/resourcehacker. But,
depending on the EULA of that program, it can be illegal.

Here is a free application that lets you change them to whatever you like:

Go here and look under utilities for FKeys 1.01: http://www.max2k.com/

It will not permanently remap the keys, but it will change them while the
application is running. So you can have two sets of functions.
