Windows 98 and eastern languages

My OS is Windows 98 in english language and I need to use Japanese
characters. In particular I need to use them in a Visual Basic environment.

Is there any possibility to make my OS suitable for that purpose?
I was told I should use the IME program. If so how can I install and run it?
