You can only uninstall Win98 if you upgraded to Win98 from a previous
version of Windows AND during the installation you chose to save the uninstall information. If you did not, then you must reinstall Win98 which you can do either to a new directory or over the current installation. In some cases, installing over the current installation will not fix your problem so you must install clean. The link that Jeff posted has good information on how to do this.
