Is there perhaps a good tutorial hidden away somewhere on Win98se
networking? For example how a browser would be instructed to use a
particular network or how the bindings work?

that you are about to subject your PC
to a thorough probing of its defences.

If so, ask yourself if you'd rather it were done
in a positive manner, with feedback and advice
on how to close the loopholes, as this site does,
or would you rather find out the hard way.
