Default Win98 Installation problem

I have a program software that works on Win 98 but not Win2K or XP. So
I am trying to install Win98 on a brand new harddrive using Win98
installation disk (upgrade). In the past I was able to do so without
difficulty. But this time, after having proceded up to the first
reboot and reappearance of Win98 logo, the screen turned off with the
message:
"Insufficient memory. Remove resident programs from Cofig.sys and
Autoexec.bat"
First, it was an early stage of installation. When the disk was
examined using an emergency disk, there was not autoexec.bat
file. There is a small file in config.sys, but it did not seem a file
taking a large chunk of memory. (this motherboard installed 2GB RAM.)
What is the problem? How can I solve it? Help will be appreciated.

Error Message: Insufficient Memory to Initialize Windows

Instead of dual booting did you try running Windows 98 inside a virutal
machine on W2K/XP?

Is with Windows 98 - second edition disk?

Normally, an upgrade CD will want to see evidence that you have an older
version of windows installed first (like win-95 or windows 98 first
edition).

You can easily download a standard or full version (not upgrade version)
of windows 98 se CD from a torrent.

(this motherboard installed 2GB RAM.)
What is the problem?

You have too much memory installed on the motherboard. You will have to
remove some memory - at least during the installation phase of windows
98. Later you can restore the memory, but before you do, you will have
to add or modify this:

[386Enh]
MaxPhysPage=xxxx

[vcache]
MaxFileCache=xxxx

in the win.ini file.

I suggest you read the following - it will explain this procedu

Default Win98 Installation problem

From original poster
my apologies for belated response, but believe that I have been
working diligently taking all suggestions.
I did everything conceivable. Alas, I vave not been successful.
Here is what happened in typical attempt:
If I did not modify system.ini, the result was as I stated in the
beggining, the error message "insufficient memory. Remove ---"

If I followed your suggestions:
1. Harddrive--reformated (either NTFS or FAT32) after initial failures
2. Start Win98 setup
3. Compliance test with Win95 CD
4. Selrct Typical\Most common
5. First reboot
6. Reboot with StartupDisk
7. A: edit c:\windows\system.ini
added
[386Enh] MaxPhysPage=30000
[vcache] MaxFileCache= 393216
8. Reboot after removig floppy
9. Initialize driver base
10. Settingup hardware
11. Crush! no keys work
12. Forced power-off

When rebooted w/o floppy, boot selection table appears automatically.
If I select Normal, "Initialize driver base" and "then Settingup
hardware" message, then crush.
When I checked system.ini, the added lines were intact all right.

If I remove the added MaxFileCache and restart, crush again.
If I further remove the added MaxPhysPage and restart, crush again.

If I select Step by Step in the boot selection, loading goes from
Javasup.vxd
vrtwd.386
vfixd.vxd
msmouse.vxd
then familiar "Insufficient memory. Remove ---"

I have no idea whether my problem is the result from a peculiar
architecture of this particular computer:
mobo--XFX nForce 750i SLI
RAM--Crucial BallisTix 2GB DDR2
Harddrive--Seagate 160GB SATA (partitioned 60GB)

If I use Win98 SE, will it make any diference?
(downlording it from torrent OK(legal)?)
