Microsoft Visual C++ Runtime Library / Runtime Error

After the computer boots up, I get a Runtime Error message that reads as
follows: Program: C:\Program Files\Earthlink Total Access\Task Panl.exe;
This application has requested the Runtime to terminate it in an unusual way.
Please contact the application's support team for more information.

I contacted earthlink but, the recommendations given were not useful. They
recommended downloading XML parser and uninstall and reinstall Total Access
(earthlink's program). As I mentioned earlier this has not worked. They
also recommended that I download Windows Installer but, I already have it on
my computer. I did however attempt to reload with no success.

Can anyone help me resolve this issue??? PLEASE!!!
