Default "Error loading system.drv"

Formatted hard drive and receive this message each time I
start to run the Win98 setup from the startup disk. Any
idea what causes this and how I can get past it??

/ start / run / SFC.EXE
= System File Checker
set to recopy from CD just one file
c:\windows\system.drv.

The problem is that the hard drive has been formatted -
no OS present. I'm doing the setup from the WIN98 CD Rom.
