Default rundll32 error

When I go to the control panel, add remove programs and try to add something
I get this error message, rundll32 has caused an error in setupx.dll. If I
do make it to the add/remove properties page it is completely blank. If I
click the ignore box, nothing happens, I can click the close box and the
add/remove program closes and I can continue using my computer. I am using
a Compaq 5012 US, Win ME 512 ram, Intel P3, 998 mhz processor. In addition
if I go to the MS up dates page, select updates and try to download the
update, nothing happens. I seem to have no trouble removing items using the
add/remove page.
