Default Add Printer Icon

In my control panel, my add printer icon is just a shortcut with arrow. what
do I have to do get this, because apperantly something else is not right,
because I cannot add a printer.

Do you mean Printers in Control Panel? (rather than Add Printer, which
should be in Printers)
If so, try this command from the Start-Run box:

control main.cpl printers
