Default window size -- permament

Using Win98 SE.

Most windows can be sized temporarily.

Problem is a pincushioned and otherwise sick monitor that no longer responds
to monitor hardware commands to size screen. Standard window now exceeds
display area.
(FWIW, monitor is phillips-magnavox 17", model 107S and a new monitor is not
currently an option.)

Where/how can one make a *permanent and system wide* change to standard
window size?
