Default Speed up internet

My mother-in-law has an old PC running 98se and uses it almost entirely for
internet purposes.What would be the best way to speed things up a bit? It
doesn't seem to have much memory or hard drive capacity.Would putting in more
RAM help?She has broadband.

How big of a hard drive and how much free space, what CPU, how much ram and
does she run spyware and anti virus software on a regular basis?

Unfortunately, as you have asked this question, it cannot possibly be
answered intelligently. For example, what do you mean by "speed things up a
bit"? What problems do you perceive or think you perceive? Details on both
the hardware in the system and the exact type and speed of Internet
connection would also help.

Broadband access requires a device called a
router. Go shopping locally, find specifications
for affordable routers (e.g. OS) and see whether
your mother's old PC provides those specs.

Broadband does not require a router, it only requires a modem.

I don't know the details of hard drive or RAM etc.I was asking in general
terms what would usually improve things as far as internet performance is
concerned.
Would more memory help at all.I think it's as low as 2mb???
It's the time it takes to open up a window thats causing concern.

You really have to give us some numbers on that RAM, Clock speed and
hard drive for us to help any. I doubt 2MB would load Windows 98 at all.
Anything below 16 MB would be unberably slow and a 32 MB machine would
bog down if you load many applications at once. As long as you don't
start viewing videos a couple of hundred Mhz should do all right.

Need to check for Adware and Spyware too. There's a possibility they are
loading up, stealing memory and processor time the browser needs. We
need to know what security software has been running on the machine.
