Default Recent History Folder

I have noticed that recently there is a file in c:\windows\recent
called desktop.ini that was not there in the past. I run deltree with
minimal boot and it is deleted but recreated along with the recent
folder at startup. Is this supposed to be there and I just didn't see
it until now?

Possibly you didn't have all files unhidden - in this case System files -
until now. Yes, it's supposed to be there - unless you move the location of
the Recent folder, in which case it should be in the new location.
