Default help fixing problems, should probably do a reinstall but my cd isscratched

I'm having a few problems that frankly have me baffled. One problem is
that I have "Personal Web Server" installed, but the system tray icon is
not showing up. Yes, I have it checked to "Show tray icon". I've tried
uninstalling and reinstalling in safe mode, but it has no effect.
Actually, I'm not convinced that it's uninstalling even in safe mode.
The procedure I"m using is to simply goto "add/remove programs-windows
components" and uncheck the box. There's a copy of the win98 stuff on
the HD that it finds and uses, as my original OEM CD is scratched and
unreadable.

Next, whenever I get properties of a shortcut and choose "Find target",
nothing happens. I get the same result when I "open containing folder"
from the Find File results. I'm baffoled on this one.

Fianlly, every once in a while, my taskbar returns to the default
setting, and every time after I reboot in safe mode.

Any ideas on what's going on? I'd normally have reinstalled, but without
my OEM CD with the proper drivers working, I'm extremely hesitant to try
this with a generic and what may be technically pirated Win98SE CD. The
computer came with Win98SE on it, and that's what's currently on it.
BTW, I'm not sure if asking a friend to copy his Win98SE CD to replace
my damaged OEM CD is legal or not. I know it's ok if I have an identical
CD, but this isn't an identical CD, just the closest thing I can find
that might work.

I just realized I should have added a few more details. I've checked for
antivirus with AVG Anti-Virus Free Edition and for spyware with LavaSys
AdAware SE Personal. THe web sharing works if I go into the application,
but the system tray icon will NOT appear no matter what I do. I normally
keep it off, but only turn it on when I want to share files with an old
PowerMac. Hence why the tray icon is so convienent.

It didn't help, especially since the icon in the taskbar WAS there
before, but is gone now.

ALso, the issue with clicking on "find target" with the properties of a
shortcut or choosing "Open containing folder" from Find File is still
unresolved.
